Habbo movement is based around mouseclicks, not cursor keys. In fact, there aren't any commands other than typing which use the keyboard (other than f5 to reset and such of course). If this idea was to go forward it would have to be as a separate popup or something, just to make things easier (rather than changing the way you move in certain rooms, which also could open up opportunity for scripting, but I'm not sure on that), and so it wouldn't really be on Habbo. To be honest, I can't see it happening. Private room football is fun as it is, stick to that
