Everyone flirts in a different way, but it sounds like he probably is. If you told him you liked him and he didn't feel the same, he'd probably be "distancing" from you, or even worse, ignoring you. Incase he thought you might get the wrong idea. After all, why lead you on if he didn't like you? I'm pretty sure he does.

Its hard for us to decide because obviously we dont know him :p. I think the best way to work this out would be to ask yourself are you special? In other words, does he act like this with all girls or just you?
If he does this with all girls; he doesn't fancy you.
If he does it with just you; he does fancy you.
