There's probably a very legitimate reason why Kotu has them on his account. He obviously earnt it somehow. Until he says why, we'll just have to guess lol. I doubt it's ever as simple as Callie thinking "Oh, I think [so and so] should have this badge".

Callie obviously has them due to her being office staff/HM.

I kind of agree with what you're saying, but until people realise they aren't at all as special as people make out you may as well play along with the hype, or ignore it.
