This is infact a glitch that happens sometimes, i had it once or twice before, it isn't scripted, and it isn't caued by using programs, i've had it once or twice before and it is quite funny, and it's just a glitch which should not be in this section of the forum

local computer expert. Often these files are so imbedded in the inner
workings of your computer, once installed, that they are virtually
impossible to delete without complete and detailed instructions about how to
do so. Even the "Add/Delete" function often does not erase these files from
programs once installed. In any case, be sure you have "backed everything
up" and that your "recovery discs" are in good working order before
undertaking this operation. Check out just how much disc space is at stake
before making a decision whether the risk is worth the effort. Not an

That is a really stupid article. Temporary Internet Files and/or the Cache are ment to be deleted or deleted sometime in the furture, that is why they are called Temporary and in a pointless folder where all the not so important crap goes...

If you download files that are.exe and .dll, they normally go in a program folder in 'My Programs' if you have installed them and so forth, so yes. He can delete his cache, because that article is aload of rubbish, I have deleted my Cache and Temporary Internet Files, and my Computer is not really going to a grinding halt "/
