I think it's all rubbish.
Habbo UK is the ONLY hotel with splash plastic as splash is based in the UK. Why would Sulake promote it ALL around the world? That's like putting the Mountain Dew Machine in Habbo UK when it's only around in other countries.
Also, that document isn't proof at all as:
A) It's not in the externals

And? If they make a furni collection, they might aswell release it world wide just not totally endorse it by Splash Plastic.

The fact is, it looks all very shifty.
You said it matched the externals listed in a previous thread that said they were in the externals, I've double and triple checked the UK & SG externals and there is no reference to splash at all.
Splash Plastic is only available to UK users who live in the UK.
That's like saying to Sulake yeah, release the mountain dew machine with its design how it was, and call it coca cola machine...
