The design has great potential.

But you've done a few things wrong:

¬ You've not used colours that contrast well with each other which can result in a messy looking design
¬ Don't use scanlines. The scanlines are so old now and barely any sites use them. Of course you can pull it off, but this layout does not.
¬ The text in the banner. What is that about? It looks rubbish compared to the rest of the design.

If you improve on these it'll become a better design.

Don't be afraid to start again because if you start with a bad design and continue it'll always be a bad design. If your afraid to start again you'll never get anywhere. Sometimes you'll nail a design in one, other times it may take 5 or 6 shots to get the design perfect.
