if they're in desperate need of staff, they would ask if you wanted a job if you looked old enough. They wouldn't give you the job straight away, they would ask you back for an interview, where you'd need a resume & stuff. Just because it hasn't happened to you, doesn't mean it would never happen. Go to a Recruitment Agency like Champion or Westaff. There should be a recruitment agency in your town or one near you. Just fill out a form and ask for a part time job in retail. They will find one for you.
