Sony in debt to the Japanese government? A couple of obvious questions there, but anyway, I very much doubt that.
Financial reports recently reported Sony with a 71% loss this year and will stay losing money for years to come. Because of this poor performance, their debt allowance has been lowered, meaning they are allowed to borrow less money than usual. I'm not sure the debt is with the Japanese government itself, but Sony is in huge debt nonetheless.
By the way, for this year, Sony are down 35%, you're looking at core operating results from July-September.

Anyhow, those aren't massive problems, and should be easy to fix with firmware updates. Just beware of the inevitable hardware failures to come.
