Help with Marquee in Dreamweaver 8.

Ok, so

is the image where i want the marquee over. how do i get the marquee to be over that image?

Make a table, set that as Bg of the table. then put your marquee in the cell.

I tried making a table and it messed up the layout. Could you give me the code for the table with the background and marquee so I can copy and paste it straight in and it will work? Thanks.
