CPANEL is only for linux you can get iwndows control panels such as Helm or Plesk for windows, His chmod the files already if you don't see
Its been done... and TBH you don't really need a control pane lfor windows becasue its a remote access desktop..File its wrightable

sorry but you can't really be telling Tom what to do when you don't know how to reboot SQL service on your server.
