1 in atk, str, def, mage, range and 10 hp with 99 prayer is only 15 combat.
So yes it does give combat levels but slowly (depends on what your cb level is)

No, it depends on all your other stats and your current cb level, and your current prayer level.
For example, if what your saying is true If I had 1 in all stats, 10 hp and 48 prayer i should be 6 combat
but no, Im 9 combat.

Same with all stats 1 (Including hp although its not possible) and 48 prayer, you think I should be 6cb but im 7cb

if mage or range is higher then ur melee skills then it becomes ur cb lvl or something like that
