Depends what level you want
For level 1 I would recomend you do H.A.M members
Level 2 I would do guard
And level 3 do ankous

Um, its oaky consistensy. Its not like a half dragon shield drop rarity.

I think guards are the fastest to kill for lvl 2 scrolls, which is why I do them.

H.A.M members are fairly good for getting level 1 clue scrolls

best ive done is getting 5 in a day from them, while getting my theiving level up at the same time


someone else suggested to me to kill the guards in the palace in varrock, though i spent probably twice the amount of time there and only got 1 scroll.

i guess it depends on how hard or how long you are willing to spend working to get them.

It's completely random. I was on my way to my house, and found I had a few spare runes, so I decided to kill a guard. Once I killed him, I got a Clue Scroll... I had been killing Guards all day, then I kill one out of the blue, and get a scroll

I think I've got about 4 from the guards so far, my first one was unexpected when I was pickpocketing HAM members.

Ring of wealth increases chances of good drops
and clue scroll's.
