If you've tried loads of creams and stuff, i'd go to the doctors about it.

Colud be chapped or is it much more than that?
Also, go to the doctors if its that bad

That normally happens when your rashed bit was wet and you didn't dry it or didn't properly. Licking it and not wiping it before you got the rash could have caused it if you had done that. You could have had a drink and not wiped also. Tends to be fizzy drinks that do that the most when not dried.
