I dont think anyone is a noob really, as some people have played for ages and dont have a really good level as they dont play it constantly like some people

Combat lvl is no way to rate if some one is a noob or not as you could have every skill 99 apart from you're combat skills. And many low levels do have smithing and mining lvl 85 + as that allows them to mine runite in the wilderness with out being attacked by higher lvl pkers. For not considering that information, you are a noob.
