Okay I finally got what he is trying to say, In HxHD he was saying this.

"Hobbas that abuse their powers should be banned!" that was the topic discusion in HxHD!

However some people because he named no names
automatically assumed he was talking about you mizki!

That is what he means.

Saying that Hobbas who abuse rights should be debadged isn't within reason?

I never mentioned anyone's name in HxHD but people jumped to conclusion i was talking about Mizki.
