You need a big garden like really big... and it need to be really decorated with fountains etc. then theyll let you in and the wishing well will appear in your inventory ;D

An easy way to get the wishing well

Open the cheat box [Cntrl + C]

type in this excatly boolprop testingCheatsEnabled true and click enter then hold the shift button and click on your sim go to the option spawn and click more until you find the tab that says 'Wishing well' Click that and you have the wishing well ;D
