sulake did, and habbo have nothing to do with it.
Sulake as a company creates isometic online chat games/communitys etc. Its what the company does. Habbo is just one of the many they made, and is run by them as an independant company as well as a show pease of there work. Most the money though comes from people employing them to create isometrica chats games i believe.
