I dont slate everything. I slate things which havnt been thought-out well. An idea of this scale would take around 3-5 months PRE planning.

Oh and I can code in PHP so yeah...

And hosting for a POPULAR RPG Game will cost around £30-£200 p/m for a GOOD reliable server. (You would have to go dedi.)

Indeed hosting a popular RPG will cost that much, infact a really popular one will cost a massive amount more, but RPG's don't magically become super popular over night, even myspace didnt. They start small, a few users don't use much bandwidth, it gets more popular, it grows, more bandwidth is used, but more ad revenue is made. When it gets quite popular, yes he may need a more powerful host/server. But until then a nice small one will do just fine o.0 RPG's popularty grows, as does the specs required to run them, idealy the server used should grow in capatabilty at a simlar pace. But why put in invest in an infulstruture you dont need.

Well i posted as in saying, don't rip games ( not saying you would or woulden't) as some person called kyle already ripped games on this forum and text based games and got caught, and nearly big actions nearly happened to him.
