www.phpfreaks.com just generally browse the site, read articles, view code snippets and tutorials. Also a great resource is the php manual.

    http://www.w3schools.com/php/

I learned from there, great place to learn if you're a begginner. It has different lessons starting from what PHP means to variables to forms and functions.

Download some scripts and read them, if its open source then the coder most likely will of writen coments.

Then use php.net to understand what each function is doing, thats the best way. Books suck, dont waste your money buying them (my opinion). Dont expect to become a decent coder in a few weeks, it takes time and you cant learn it all and never will do. Your always learning new things

Ya i find techtuts being quite good when you actually read the comments. Oh ya, if your skimming through scripts don't skim through a scripts thats zend encoded. You will learn zilch if your a typical person.
