The act doesnt go into "bans" but it does go into digital saving of information. Old information (emails, dob etc) should not be kept unless they need to. If its permanent, then its unless.

The accounts arent really personal details though, if its banned then id think it would be up to each website what to do with the old accounts they dont need.
I agree though they should be deleted so the names can be reused by someone else - i think this should happen to accounts that havent logged in in over a year aswell
Yes in a database, but this database isn't a specific contact database, as far as I am aware (I may be wrong). I just don't see how the permanent ban option is there, it would make more sense if the accounts were deleted straight away :S
