First yes, it is fraud, mainly it's saying you've stolen -amountofmoneyforapinhere- from someone, so this is equally scamming, stealing whitch ever way you'd like to put it.

You obviously can't get banned for guessing a pin because Frank could just argue "person x" gave him it. Jagex have no way of knowing.
