No they don't... cpanel/whm costs more than that normally for a dedicated server.

no becasue if i last checked you could get cpanel/whm and all the addons you want for like $5-$20 not somthinnk redickulass like $25-$80

Thats if you are buying of someone who has a deal on licences or is a cPanel reseller which most hosts run back to, however if you buy a dedicated server sometimes you have to purchase a cPanel licence yourself which does cost around £20 - £40 mainly as you can then sell it on as much as you like and get the money back. $25 is actually not bad for a cPanel dedicated server licence to be honest. Dedicated server cost allot more for cPanel than VPS's or resellers as you normally have to get the server licenced for cPanel which most of the time costs a fair bit. I wouldn't suggest going with a 13 year old host for dedicated servers. Fair enough for hosting and resellers but dedicated servers are going too far as they won't be able to offer the support you want
