Not really, if no one reports they cant get done tbh...
Its there choice, if they love each other, give them protected sex.. to help them.. nothing worse then a baby mate.. Underage sex is not such a big thing.. I wont go into that atm.. But you know, just let them experiment. Give them protection and let them go!

i Thought the rule was somebody whos NOT a minor CANT have sex with one
if theyre both minors they just need a condom right? (You should because if she gets pregnaunt she could die while giving birth)
