Hmm could forsee quite a lot of newbies being bullied then. I don't think there is anything wrong with the present system just a bit of an over reaction to the recent events where work got a bit behind because of exams and stuff.

I don't think it makes a difference because "newbies" cannot -rep people (affectively) because their -rep would just be grey unless they have more rep or a good amount of rep at the very least. In that case if that person -reps them, it would be grey .

This will lower the amount of work put in the report reputation problems, And it will cut down the reputation pointless comments because most people just make a new account do a few posts, get people to rep them and then they have another account for -reping people.

Well the fairest way then, maybe, would be to have a poll.

1. To see if there is a demand for it.

and

2. To see whether to disable -rep under silver members is agreed with.
