No they shouldn't be lifted, it was against the rules when the accounts were banned.

I think that even now if people avoid the filter they should get banned, because it'll come up for people under the age of 13 and the people who don't want to know.

you should be able to communicate to others without swearing. So i think you should be banned for swearing.

Even though they've added the option to remove the filter doesn't mean you can abuse it.
Fair ban (In my opinion)You go up to someone and say something like..
"**** off." (not with stars)
Unfair Ban (In my opinion)Something bad happens and you blurt out..
"Oh for **** sake." (again, not with stars)
I'm sure you can work out what the stars stand for.
