I've always used paint for my layouts.

I'll give you a very simple tut, Open up photoshop , create a new canvas , select the rounded box tools , create several boxes , colour them in , create a new layer and add some images

I use Photoshop CS3/Paint and for coding I use Dreamweaver CS3 or Notepad++. (I bet half of the people who say they code in Notepad actually use a WYSIWYG Editor )

Anyway Notepad++ is a version of Notepad with syntax highlighting
