Maybe if you could see recently uploaded images like on tinypic and have a option for the user to report a image they see in the latest uploaded to help moderate.

you should make it so that people can upload files to download

I think theres a code which can make files be force downloaded

And you should add something so that if its images for a website that they can make it so that the image work only for certain sites/ips

Maybe you could have it so uploaders have the option to password protect their image, meaning only they and whoever they give the password to can see it
