I don't think the problem is a Jagex moderator, I think a member of the forum is looking the trading forums and when a trade is agreed they'll report the two people and by the time JaGex are looking into the trade has happened and the proof is there
JaGex have said anything that happens outside of the runescape.com website doesn't break the rules, they can't ban people unless they've caught you doing it
