Depends on the modding. Rims, spoilers, huge exhausts and those plastic things that people put on the side of cars always look stupid but some paint jobs look cool (Like the death star on the nerd van in Buffy )

I think they look stupid and tacky. The only slightly good thing about some cars are the paint jobs or basic things like rear spoilers. Making a car wider looks stupid and a waste of money. Buy a better car.
