Many people have Vista, and your the first thread about this so I doubt it.
I don't use SS so I wouldn't know, what you get when you use mIRC? I use that.

i actually dont sue SwiftSwitch i use EliteSwitch but its the same i guess this appers when i use mIRC

It should connect to irc.swiftirc.net not irc.ircnet.com, shouldn't it?

I had this problem, turns out it was my Norton AntiVirus. I just had to disable the Internet Security for 5 minutes and jump on.
Might help :S
