Well now-a-days everyones PC's should be able to handle this, it could even be done on a modified habbo engine, all it would need is much higher resolution sprites, and for the 3d images to be cut into layers on an image editing progra for players walking behind bars + stuff, it'd be pretty easy for Sulake or an established game dev team to do provided they had the team + motivation.
