I'd say change the skin. Make it something unique that hasn't been done on a vBulletin fansite before. I won't give any suggestions on this, as I don't have any. One thing I can say about the forum design is avoid the thick borders down the left and right of the page. It does look good but that's what reminds people of Habbo.NET.

I think if you were able to great the layout and design unique, then the site would be a hit with the more popular members of Habbo. This then means you can build upon that.

Another thing about vBulletin forums is attention to detail. The thing I notice on most (nearly ALL) vBulletin sites are the default icons and buttons left on a newly made skin.

I'd suggest www.famfamfam.com for good small icons for around the forum. Then taking the time to carefully make interesting and good looking buttons or larger icons for other places. It really does improve the overall look of a site.
