yes, you have 0 rep power, which means whether you rep him or not, it will just show up as a grey rep box on his control panel, and won't add to his rep points...

I dont really think saying "rep is appreciated" is actually asking for it, you're just saying that you came to habbox 6 days ago and it would be nice to get some rep, perhaps your first ever rep. Your not saying "I would like some rep please!" Sure, its a cheeky comment but nothing that could be considered as rule breaking.
