Same really and I just don't think the Web Dev forum is ran as well as it should be considering it is very active and OBVIOUSLY the best forum on the site!

Ok just thought id try save you some money incase it didn't work out, i could always send you a screenshot of the licence page when i have changed the URL i could also get any mods you wanted from vbulletin.org.
