The safest way would just be the vouches.. I couldn't really think of another way other then people proving that this person has gone second before and not scammed.

Yes its virtual furniture, but the sad thing is people buy the furniture they hacked of them for money (paypal)

Maybe a new feature should be made available on Habbox Forum? On the profile (or indeed, the thread view) youc an see who is a trusted trader by an image located underneath Join Date etc. It wouldn't be hard to set-up as long as you have a few trade experts to tell you who are trusted, who will then forward the member to someone who can edit the members profile. It wouldn't even be considered rude or patronising to traders trying to trade, because they could earn respect (and the trusted trader mention) when someone risks finding it out.
But alas, such a feature would be too much hassle for HxF...
