There was a glitch with Habbo Exchange that allowed habbos to scam others by trading them coins that didn't exist.

You have absolutely no idea why they took it down. It's quite obvious for the reason. Finch hacked into the ASE and now they're taking it down to fix "bugs"... Go figure. This is the only logical explanation as to why they took it down, unless you have proof otherwise.
