Don't use an obvious domain like 'turboproxy.net' or something like that. I recall a proxy called maths.info, and it makes the domain look like something that you would look up at school.
yeh they can block ips but it wouldnt block any of the sites that are hosted on there. other wise random sites would be blocked for no reason that are actually useful.

They don't block the host, most schools will block the domain name, not the URL of the domain. As a domain just forwards to a IP address. If they do find out, try and vist via the IP address, if it works, register on some free-domain websites so people at school can use them. Proxy site's dont last very long though. My school blocked any site with the word "Proxy".
