I think FRANK was an actual representative from FRANK the company. I guess Sulake did pay, but techically I don't think he was in Full-Time hire with Sulake so I don't know if that means he is staff or not.

Nah, FRANK was defo an external guy for doing his stuff. He was never employed by Habbo. They just had a contract with Habbo to do a viceversa sponsoring sort of thing.
