we sell dog coats in my work, and when we put them on peoples dogs they bring in, the dogs seem mostly happier.
only reason people think it's cruel is because it's not nature, but it's not in nature for us to wear clothing, then we used leaves ha, just shame dogs cant - so you gives them a coat.
