    Make a shortcut to cmd prompt and run it as admin, then from cmd run the regsvr32 "path to dll" command. E.g if the DLL was in C: you would make a shortcut to cmd, place it on the desktop, run it as admin, then type

    regsvr32 C:/MSWINSCK.OCX
