The amount of bullying and rulebreaking that happens in the spam forums is absolutely astronomical. About 50% of the time I spent here as a Super Mod when doing work I spent dealing with rulebreakers / bullies / riots / interforum wars involving the spam forum.

Basically, this will cut down on the amount of rulebreaking, and it will also make it more difficult to bully, and easier to enforce (we can ban you from chat individually, whereas it was difficult to ban from Spam individually.)
