As far as I'm aware Tiscali is not a cable internet provider, therefore you have a router which only supports the Virgin Media cable service. You need to get it replaced with a router that works with a normal line, this one is designed for cable lines.
Oh and by the way, Belkin's support line is no longer free, it's national rate. It'll tell you to ring another number if you ring the 0800 one.
