you unlock it in the mission from Manny where you have to look for Lyle Rivas on the police computers. Comes later on.

Yeah I could do it before the mission stated. It should definitely work after the mission though.. And you couldn't view most wanted or crimes, I'm not sure if it works properly before the mission.

4. How do I view the police computer in a car? When I press L1 (PS3) like you're meant to, Niko just smashes the window and starts shooting ever since I got a gun.

You're ment to be in a stopped police car.
