I've asked already, does any other computer connected to the router work i.e. your sisters?

Well it doesn't work for her then it's probably a problem with the router or ISP, but if it's just you then it's either your computer or a setting on the router not allowing yours to work properly.

It must be something on my computer

my sisters mac can ping sites etc so can't be the router

also when I just plug computer to modem (without the router) it still happens so it can't be the router settings

No matter even if you have norton installed run the removal tool - will remove traces of norton internet security - reason being is that most computers (other then self-built) generally come with it pre-installed. You can grab it from http://www.symantec.com/symnrt - You'd be suprised how many computers I've fixed that had a "norton" issue even though it wasnt actively installed.

In command prompt run the following commands (without quotes)

Command 1: "netsh int ip reset c:\reset.log"
    Command 2: "netsh winsock reset"
    Command 3: "netsh firewall reset"

Then reboot your computer, if your running vista and UAC is enabled you'll have to right click the shortcut to "Command Prompt" in start menu, then click "Run as Administrator".
