No, no, no. I'm sure that year 10 exams are ONLY to decide your sets for year 11. People think they are really important exams because of this, but the truth is, your school will almost definately mess around with the sets only a few months into year 11. So if you do really bad on them and get moved to a lower set but do good classwork/coursework, they'll move you up a set or two.

I'm quite sure year 10 exams decide what groups you will go into for year 11, like if your over performing you'll get moved up and will do a 'harder' tier.

like you would move from inter to higher
    foundation to higher
foundation to inter or what ever.

I'm quite sure of this because I was moved into top set science when I started year 11 following the year 10 exams.

so if you do crap you'll most likely get put into a easier exam so that you have a chance to pass instead of doing a hard exam (for you) and failing.

yeah by year ten you should know the difference between "past" and "passed".

Mmm, that might be it actually.

So in answer to the thread starter: no, not really Internal exams are fleetingly used to decide sets, but I believe a lot of that is based on teacher intuition as well as the results so they aren't critical.

googles founders are college drop outs, oh well.

Just because they did well without good grades doesn't mean there is a easy route to a fortune and that if you get crap grades you'll be successful.
