these things happen at factories, machines pack them.

also, if was supposedly 3 chicken, 3 beef & 3 unflavoured then surely that makes 6 whereas it clearly has a large "7" on the packet.

Complain because even if it doesn't get you anything or whatever, it's always worth the try and then just eat them all but keep the packets as proof incase.
