I really recommend PHP-Fusion, it's fantastic for user ranks and you can easily set the permissions for users to view pages, it's got a perfect PM system and some other basic CMS tools if you wish (News and pages system).

The actual site uses PHP-Fusion so you can get a bit of a feel for it, but totally recommended: http://www.php-fusion.co.uk/

I tried PHP Fusion but its a whole CMS. I just need the login part, the messaging system and to be able to add pages for different levels of access.
