Its very rare people give VB's for other people.
Just a little tip, never pay for a license thats not directly from VB its self. Trust me, i know tons of people who have been scammed, and who are scammers.

Its a difficult situation to be in and I will say that it is very unlikely you will be able to find one from someone else.

For me you have two viable options:

1. Get yourself a job or some sort of income, then purchase it from vbulletin directly

2. Use a MyBB or some other sort of free forum and then once you have built up a bit of a fanbase you may be able to attract someone holding a vbulletin to let you use it on your site.
