    This maybe a wild idea, but what if you go to the desktop, right click and go down to personalize and change the theme OR the colour and appearance briefly, to see if there are any changes? It could be weird error that's happened with your Dell PC where the settings haven't fully adjusted.

    Reinstall Vista, THEN go to Dell Tech Support... Dell Tech Support should always be a last resource, and have some stress balls ready

    If I did a system backup then reinstalled Vista then copied it back from the backup could that fix the problem? I realy cant be bothered to install all my programs again

    It may seem stressful but its either a nice fixed vista or a bad image vista... My dell was (thaknfully) ok and has had no problems
