You cannot connect male to male, it can't be done. Seriously, I can't believe I just signed up for HabboX just to tell you that. So, yes, the cable does determine which way data flows in this case. I've never heard of converting a VGA signal to SCART but your best bet is probably Ebay.
Umm... Actually, generally nowadays the ports on graphics card and monitors are female, so that cable is the right one. His Mac Mini is DVI, he will use his DVI > VGA converter (http://www.hulti.nl/winkel/media/vga-to-dvi.jpg) and then plug that amazon cable into the TV SCART and the DVI converter.

So before you start saying we are all wrong, first, check your facts

Pretty sure this is what you want.

If you have a specialist electronic store nearby, you could probably get one for a tenner or so.

I have never seen a computer monitor with a male VGA port. Nor a graphics card come to think of it.

Its all standard, the VGA cables are now generally deatchable from the monitors (not like CRTs) and so both end have become female as standard, not that Stephen wouldn't know.

I might do this with my freeview box.. although i'd need SCART to VGA. Still won't solve the sound problem though

Does your freeview box have phono outputs for the audio? My old one used to.

I do it with my Xbox 360, but obviously with the 360 VGA cable. Plugs straight into my monitor, then I just plug the phono cables into the phono > 3.5mm that came with the cable into my Line in on my PC
